The sheet can look full and still have a hole
A rota that is published is not the same as a rota that is covered. People drop, trades sit unaccepted, and the night that looked staffed at Tuesday lunch is short two people by Thursday.
The manager finds out when the shift starts, which is the one moment when the only remaining options are worse. Finding the hole on Wednesday is a different job from finding it at 17:00 on Friday.
